In light of recent declines and the steady diet of earnings warnings, investors are reluctant to commit new money to the tech sector - even at currently depressed levels... To approach the sector with trepidation is understandable, but to let fear keep you from making good long-term investment decisions is almost as big of a mistake as it was to let greed dictate investment decisions back in late ´99, early ´00... Unfortunately, keeping emotions out of investment decisions is easier said than done.

While the news surrounding the tech sector remains bad -- 3Com (COMS) and Xilinx (XLNX) issued warnings after Monday´s close -- Briefing.com maintains that the outlook for the tech-heavy Nasdaq looks better than at any time in this year. Taking a step back and looking at the Nasdaq objectively this is what we see:

An index which has fallen by over 40% in a three-month period -- creating a very oversold condition... Historically, index has followed periods in which it has fallen for three consecutive months with (at least) a short-term rally.
Gap between the Nasdaq and its 200-day moving average is abnormally wide... We saw the mirror image of this relationship (index well above moving average) early this year precede the current drop... Briefing.com contends that the current divergence will be resolved by a strong run by the underlying index.
Index nearing its 200-wk moving average (2470 area) - talk about long-term value!
All well and good you say, but what about the lousy earnings picture? It´s true that earnings growth is decelerating, but keep in mind that despite the hysteria, the tech sector is projected to post earnings growth in Q4 of about 10%-12% -- this on top of near-record growth in Q499... In addition, the Nasdaq´s 50% drop from its high largely reflects these concerns... Don´t forget the market is forward looking... Keeping that in mind, what we see ahead is more accommodating Fed policy, a resolution to the election fiasco and easier earnings comparisons by the second half of CY01... Throw in the deeply oversold technical tone and the conditions are ripe for a nice recovery rally... More importantly, despite the market noise and the media´s gloomy tone, the opportunity to add quality names to your portfolio for the long-term is better than at any time in months.

As we approach December 7th, it is important to remember the words of FDR, "we have nothing to fear, but fear itself."
